John E. Rose - Director of Construction and Engineering
John obtained a Bachelor of Science Degree in Engineering from Texas A&M University and is a Registered Professional Engineer in Civil Engineering. He began his career in the Oil Industry in the design, purchase, construction and start-up of Mineral Processing Plants in Houston, Texas and Houma, Louisiana. The frugality of his first employer taught him the importance of economical design. If his first employer was frugal his second demanded it be right the first time as he went on to build Mineral Plants in Libya and Cameroon, Africa, where forgetting the right bolt could mean waiting on the next overseas shipment. When the Oil Industry collapsed, John began building for a major restaurant chain where, after five years and over 250 units he had honed his skills in Civil Engineering, due diligence and the entitlement process.

John continued to build on his skills with a major retailer and later as Vice President for a national restaurant chain. Work with two regional restaurant companies provided the beginnings of his real estate background and over four years with a General Contractor provide a view from the other side of the line.

John founded DCMS, Inc. to assist developers with the ever increasing hurdles encountered during entitlement of projects and the landmines associated with construction. DCMS has rezoned numerous properties navigating between the developer’s needs and the demands of the neighborhood associations and requirements of the municipality. He has provided construction management for day care centers, shopping centers and warehouse projects.
